Water / oil on top of candles.?

I took my candles Cadillac DeVille 2000 to find the right bank had 3 bunches of bad, they were covered with rust and dirt. I checked the plugs to find water on them. The end of live fire the plug has been his gray ways assumed. The water didn't touch, look or smell of antifreeze. What are the chances of washing the engine or race through the flood waters (Of which Im not) could cause this problem to. If it does, and I replace the boots (I replaced the spark plugs this weekend) there was also a little oil on the sheet 7. Said it was a very small amount and smoking car isn't so hopefully that rings arent damaged. Also ignition coils had a bit of rust that I polished the.
